Yes — all plans support an unlimited number of custom modules. The difference between plans is server power (CPU, RAM, SSD) and resilience under load. You can install as many modules as you like even on the Starter plan, but if you have many users and a large volume of data, pick a more powerful plan so Odoo stays fast and responsive.
